Putin orders nationwide rollout of smartphone-based rating system for social institutions

Russian President Vladimir Putin has called for a dramatic acceleration in the adoption of modern technologies across the social sector, insisting that progress must be measured in real-world outcomes rather than paperwork. Speaking on August 19 at a meeting of the Council for Strategic Development and National Projects, he emphasized that digital tools should be deployed in polyclinics, hospitals, schools, universities, cultural centers, and sports facilities throughout the country.

As a concrete step, Putin ordered the rapid launch of an electronic system for rating social institutions in all Russian regions. Under the plan, citizens will be able to submit ratings and feedback directly from their smartphones. The service, integrated with the state portal Gosuslugi, currently operates in 30 regions. The president urged all regional authorities to implement the system as soon as possible and to synchronize it with the development of digital platforms, making the rating process as convenient as possible for mobile users.

Putin specifically highlighted the importance of broader use of robotics and artificial intelligence technologies. He noted that these areas require increased attention and faster development, though he did not provide specific timelines, targets, or new funding mechanisms during his address. The call for digital transformation in social services aligns with Russia's broader push to modernize public administration and improve the quality of government services through technology.
