E-scooter rider breaks arm hitting road barrier in Minsk — who is to blame

An e-scooter rider in central Minsk suffered an open arm fracture after crashing into a road barrier and falling. The incident occurred on an experimental bike lane section located on the roadway. A witness shared footage on Threads showing medics treating the injured man while police officers arrived at the scene.

According to the video, the man was riding along the bike lane, crossed a pedestrian crossing, and then hit the obstacle. The question of who is at fault sparked a heated debate among users. Some commenters believe the scooter rider violated the rules himself: the bike path ends at that point and turns onto the sidewalk, with the barrier installed specifically to mark the turn. In their view, the victim was moving at high speed downhill and failed to react in time.

Other users pointed to flaws in traffic organization. They noted that the lane markings and surface continue, while no end sign is present, so the obstacle should not appear suddenly. From their perspective, this is not a routine situation, and the lack of proper warning signs and safety measures should not be normalized.
