EU sanctions Roscosmos subsidiary chief over military radar satellite system for Russian army

The European Union has imposed sanctions on key figures in Russia's space industry, specifically targeting those involved in developing satellite technology for military purposes. On August 7, the EU added five Russian defense industry executives to its sanctions list, including Viktor Ivanov, Director General of NII TP, a subsidiary of Roscosmos. NII TP is the developer of the Kasatka-R synthetic aperture radar system, a satellite-based reconnaissance technology designed for the Russian military.
These new measures build upon previous EU sanctions that were already imposed on NII TP as a company. By targeting individuals, the bloc aims to extend the pressure beyond the organization itself to the specific people running Russia's military-industrial enterprises. The sanctions freeze any assets held by Ivanov in the EU and impose travel bans on him and the other listed executives.
Anitta Hipper, an EU spokesperson, told SpaceNews that the designation sends a clear signal to other personnel working in Russia's defense-industrial base that personal involvement in supporting the war effort carries direct, individual consequences. She emphasized that space and satellite technology had become increasingly relevant to EU sanctions because of their roles in reconnaissance, targeting, and communications used by Russia in its war of aggression against Ukraine.
Hipper explained that this decision fits into a broader effort to map and sanction the ecosystem around Russia's military-industrial complex, including the military space sector. This sector develops and produces technology and equipment used by the Russian military, thereby enabling Russia's war efforts. The EU continues to intensify its pressure on Russia's space industry, aiming to limit its capacity to support military operations. The sanctions are part of a wider strategy to hold accountable those who contribute to the development and production of military technologies used in the conflict.
